Mandatory landlord register

I am wholeheartedly in favour of rooting out criminal landlords, but this is ultimately the same as the HMO license but applied to all landlords. The clear flaw in this plan (and the HMO license scheme) is that the criminals don't sign up to it for obvious reasons!

Laws are followed by those that choose to. If you are trying to stop those that choose not to follow laws, making new laws is clearly not the solution.
